Residential Options |
| What Are They? |
Residential options are various types of residential programs funded or provided by the Division of Mental Retardation and Developmental
Disabilities (MRDD) in Region IV including: Family Living Arrangements (FLA), Group Homes, Semi-independent Apartment Programs, Individualized
Supported Living (ISL), Home Ownership, Higginsville Habilitation Center (HHC), and Division of Aging licensed facilities.
The Department of Mental Health contracts with licensed service providers and establishes rates for Group Homes, Family Living Arrangements,
Semi-independent Apartment Programs and Individualized Supported Living. Homeownership is coordinated for the Kansas City Regional Center by the
Department of Mental Health's Housing Team and the Community Housing Network (See Community Housing Network).

| Family Living Arrangements(FLA) |
The Department of Mental Health contracts directly with the person or family providing direct care to the
individual, rather than contracting with an agency. FLAs are licensed for up to three Division clients.

| Group Homes |
The Division of MRDD contracts for group home services with agencies which may provide live-in staff or shift staff arrangements. A single base rate
is established for residents in a home. Small Group Homes are homes for three or fewer consumers. Regular Group Homes are homes with four or more consumers.
Residential Care Centers are group homes with more than nine beds.

| Semi-Independent Apartment Living |
The Department of Mental Health licenses and contracts for Semi-independent Apartment Programs. Each consumer has his or her own apartment and
service provider staff live in close proximity.

| Individualized Supported Living (ISL) |
ISL is a coordinated system of supports centering around the individual which is designed to facilitate each person's choices to live, work, learn
and actively participate in his or her community. Supports may include training, protective oversight, personal care assistance or environmental adaptations.
It could be a person living alone with little support to a person living with several roommates, with or without disabilities, with a lot of support.
This is NOT "independent living" but "supported living" that is based on the individual's needs.
Supported Living is one option in the range of choices in residential services. In addition, an
individual and his or her family may chose to have supports provided within the individual's natural
home; this is called "In Home Supported Living".

| Home Ownership |
In late 1995, Missouri became part of the National Home of Your Own Alliance demonstrating that people with

| Higginsville Habilitation Center (HHC) |
HHC is a Department of Mental Health operated residential program located in Higginsville, Missouri.

| Division Of Aging Licensed Facilities |
These include Residential Care Facility (RCF I), RCF II, Intermediate Care Facilities (ICF) and Skilled Nursing Facilities (SNF). A program license
from the Department of Mental Health is also required if 50% of residents have a diagnosis of Mental Illness or if one person has a diagnosis of
Mental Retardation. Rates for these facilities are set by the Division of Aging, not by the Department of Mental Health. Program requirements are
set forth in the Long Term Care Facilities Regulations and Licensure Law for RCF I, RCF II, ICF, and Skilled Nursing Facilities booklet by the
Missouri Division of Aging, Department of Social Services.
